I have the honour to acknowledge Your Excel- -lency's letter of 13th. May, in which Your Excellency informs me of the intimation you have conveyed to Mr. Seth on the subject of his position with regard to the Chief Justice, I venture to express a hope that the tenor of Your Excellency's reproof will have a beneficial effect on both the officers concerned in the episode of whose conduct I had to complain. I share with Your Excellency the hope that no further correspond- -ence on the subject of the status of the Registrar will be necessary, Your Excellency being now in full possession of my views with regard to it. This will of course in some measure depend on how quickly the idea of being an independent Head of Department disappears from Mr. Seth's mind. I have reason to believe however that the process has commenced, as he raised no objection to submitting the draft Estimates of the Depart- -uent to me.

In connexion with these Estimates I take this opportunity of expressing my thanks to Your Excellency for having sanctioned the inclusion of a sum of $500 for shorthand writing.
